The General Assembly is the supreme organ of the Union. It consists of representatives of civil society organizations participating as founding members, representatives of organizations subsequently admitted to membership, and associate members.

The General Assembly convenes ordinarily once a year on a date determined by the Council. If deemed necessary by the Council, the ordinary meeting period may be extended up to two years.

The General Assembly may be called to an extraordinary meeting whenever deemed necessary by the Council or upon the written request of one-fifth of the registered members of the Union. Meetings are held at the headquarters of the Union.
