UNIW Sudan Humanitarian Aid Field: Needs and Priorities Report

Distinguished Members of the Press,
Respected Presidents and Representatives of Institutions and Organizations,

On behalf of the Union of NGOs of the Islamic World (UNIW / İDSB), I greet you all with respect and affection.

The Union of NGOs of the Islamic World (UNIW) is an international umbrella organization established to foster solidarity, cooperation, and collective awareness among non-governmental and voluntary organizations across the Islamic world. Its foundational step was taken on May 1, 2005, in Istanbul during a landmark conference attended by over 300 NGOs from nearly 40 countries. The establishment process achieved official international status in 2005 pursuant to Council of Ministers Decree No. 3335, granting it formal international organization status.

UNIW operates under the light of shared values and civilizational heritage of the Islamic world, currently encompassing a vast international network of 460 member organizations across more than 60 countries.

The Union aims to strengthen the potential of Islamic world civil society by acting with awareness of unity, solidarity, and moral responsibility grounded in Islamic civilization. It continuously works to enhance the sharing of information, experience, and resources among NGOs, develop joint projects and strategies, and generate solutions to social and humanitarian challenges within the framework of Islamic values.

Our recent field visit to Sudan was not merely the execution of a visit program; it was an on-the-ground manifestation of the law of brotherhood, Ummah consciousness, and humanitarian responsibility. As UNIW, we strictly adhere to fulfilling our responsibilities toward oppressed geographies not through distant evaluations, but by observing on-site, listening on-site, and exercising the will to generate solutions on-site.

Sudan is going through a process where long-standing difficult conditions deeply impact societal life. Severe challenges in accessing basic necessities, disruptions in healthcare services, and displacement crises are vividly felt in the field. Our approach as UNIW is to unite forces by acting in coordination with all stakeholders, with a shared sense of responsibility, producing effective results in the field through correct methods without compromising human dignity.

Within the scope of the field visit conducted by the UNIW Delegation to Sudan, an official visit was paid to the Embassy of the Republic of Turkey in Khartoum. During the meeting, comprehensive briefings were received regarding the current humanitarian situation in Sudan and field relief activities, and opportunities for cooperation and coordination in humanitarian aid were deliberated. The vital importance of conducting humanitarian diplomacy in full alignment and coordination was particularly emphasized.

Furthermore, an official visit was paid to the Federal Humanitarian Aid Commission (HAC), where a bilateral meeting was held with Commission President Dr. Salwa Adam Beneya. During the meeting, current needs, priority intervention sectors, and internal displacement issues were evaluated in detail, with extensive focus placed on the devastating impacts on displaced populations and severe disruptions in accessing basic public services.

The UNIW Delegation attended the farewell ceremony of a 45-truck humanitarian aid convoy dispatched to South Kordofan under HAC coordination. Each truck carrying approximately 50 tons of food and emergency humanitarian supplies was dispatched to the region to be delivered to families in desperate need.

Within the framework of the visit, a Memorandum of Understanding (MoU) was signed between HAC and UNIW aimed at strengthening humanitarian response and field coordination. This memorandum targets increasing information sharing, reinforcing field alignment, and establishing sustainable cooperation mechanisms.

The war imposed on Sudan since April 15 and systematic violations against civilians have brought about an extremely grave and complex humanitarian tragedy. This conflict has resulted in forced displacement on a scale rarely witnessed in the history of humanitarian crises.

As of today, more than 22 million people stand in desperate need of humanitarian assistance.

• Approximately 16.9 million people have been forcibly displaced.
• 9.8 million people have sought refuge in safer regions within the country.
• 2.9 million people have fled to neighboring countries as refugees.
• 4.2 million people were forced to flee from Darfur and Kordofan regions.

Across the country, approximately 55% of infrastructure has been destroyed. This destruction encompasses schools, hospitals, drinking water networks, energy facilities, and essential public services. This situation has yielded a deep and multi-dimensional crisis threatening the future of Sudan.

Under the United Nations 2025 Humanitarian Needs and Response Plan (HNRP), only 32% of required funding has been met, leaving a severe funding gap of 68%.

Within the scope of the Sudan National Early Recovery Plan, approximately 2,570,440 project units span education, healthcare, WASH, protection, shelter, and livelihoods sectors. These figures clearly demonstrate the colossal scale of required intervention.

The primary objective of our visit was to evaluate the current situation on-site, directly observe priority needs, and project the expertise of UNIW member organizations to the field in a more effective and coordinated manner. In this context, we emphasize that we adhere to a consultative, accountable, and sustainable cooperation model.

On this occasion, I extend our sincere gratitude to Zinnureyin Humanitarian Relief, Sudan Humanitarian Aid Commission, Organization of Islamic Cooperation Isra Association, Munazzamat al-Da'wa al-Islamiyya, and Iysar Humanitarian Relief Organization for their invaluable contributions in preparing and executing the field program.

Furthermore, I thank the representatives of our delegation member organizations: Deniz Feneri Association, Beşir Association, Hak Humanitarian Relief Association, Umut Kervanı Foundation, Nezir Association, İDDEF, Yedi Başak Association, International Fecir Association, Iysar Association, Kevser Foundation, and ATAA Humanitarian Relief for their dedicated contributions. This unity is concrete proof that UNIW is a Union that generates shared responsibility and pools international resources.

As UNIW, in the upcoming period, we will continue our work not with short-term reflexes, but through regular monitoring, robust coordination, and healthy relations established with local stakeholders.

We firmly believe that believers are like one single body. Every sincere effort demonstrated against every hardship faced by our brothers and sisters in Sudan is keeping the Ummah consciousness alive.

I pray to Almighty Allah that this visit brings blessings and contributes to improving humanitarian conditions in Sudan. May our Lord make us among His servants worthy of the prayers of the oppressed.
